These magic infused whistles enchant those that hear it if their mental fortitude or magic resistance is not strong enough. Whistling might not be the most flashy and effective type of magical music, however it is the most versatile, especially for spies and other such roles as you dont need to carry nor play any instrument to trigger the effect.
